This specification applies to all design work undertaken by MP&I associated with the renewal, enhancement and extension, including temporary works, of the following elements of electrification and plant infrastructure: NGT/DNO incoming supply equipment, h.v. power supply distribution systems, h.v. and d.c. traction power supply systems and all associated subsystems, overhead and third rail contact systems, signalling power supply systems, points heating systems and all other fixed plant systems.
This Specification does not apply to procedures for obtaining interdisciplinary approval from other Network rail engineering functions, or processes for obtaining any necessary consents or approvals from bodies outside Network Rail. The DPE shall be responsible for identifying any such approvals, and ensuring that these are adequately addressed.
This specification does not apply to electrification and plant asset routine maintenance or testing activity, work carried out under emergency conditions, or renewals that do not require any alteration to existing infrastructure necessitating design changes.
Purpose
The purpose of this specification is to control the risk to Network Rail's infrastructure and railway operations that may arise as a result of any changes to electrification and plant assets by mandating a process for design approval.
The specification implements the requirements of the following clauses contained within Railway Group Standard GC/RT5101 in respect of electrification and plant systems, specifically:
Clause 5.1 Scheme elements
Clause 5.2 Scheme phases
Clause 5.3 Technical approval
The specification also provides guidance on the type of design documentation and the associated level of detail that are required at key design stages of the project lifecycle (GRIP Stages 4 & 5).
