scope:

PURPOSE. This Manual defines the health care services and occupational health program that is available to civilian personnel as required under references (a) thru (f). In accordance with reference (a), civilian employees paid from non-appropriated funds (NAF) are eligible for the same level and availability of care as CG "appropriated funds" personnel, subject to the regulations of the Office of Personnel Management (OPM). Civilian employees of other Federal agencies and contractor employees (e.g., security guards) are not covered by the provisions of this Instruction unless an exception is specifically identified in this Instruction.
