PURPOSE. This Instruction provides Coast Guard (CG) policy on independent logistics assessments (ILAs). An ILA is a formal review of a system's (e.g., aircraft, vessel or electronic equipment) acquisition logistics planning and documentation. This Instruction describes the purpose of an ILA, the decisions an ILA supports, when to conduct an ILA, what an ILA must check, and ILA related responsibilities.
