The procedure applies to the following: Railtrack Zones, Infrastructure Contractors, Railtrack Major Stations, Railtrack Major Projects, Railtrack Property, Railtrack Assurance and Safety and Railtrack National Control Centre (NCC).

Specifically, the contents of this document apply to:

• high risk operating incidents or irregularities;

• high risk defects in equipment (other than defects in equipment on rail vehicles, plant and machinery covered within the scope of GM/RT2250, or in signalling and telecommunications equipment that are within the scope of GK/RT0106);

which have the potential to recur at any time or location.

The contents of this document also apply to the systematic misapplication or misunderstanding of operating rules, regulations and instructions, which have the potential:

• to be widespread within Railtrack and its contractors; and

• to increase risks on Railtrack Controlled Infrastructure.

To mandate how Railtrack PLC shall disseminate an Urgent Operating Advice.
