Promulgate policy and procedures to eliminate or minimize mishaps during high-risk training. Due to recent changes to the Navy's training organization, this manual has been extensively revised and should be read in its entirety.
Scope and Applicability. This instruction applies to all naval commands responsible for management, administration, oversight, and the conduct of high-risk formal, non-traditional, and unit level training as defined in paragraph 4. This instruction is subject to the restrictions imposed by agreements between the Department of the Navy and the Department of Energy that affect overall training programs for personnel associated with the operation and maintenance of nuclear propulsion plants.
