Purpose. This ETL provides guidance to civil engineer (CE) managers who program and manage maintenance, repair, minor construction (MC), environmental, and military construction (MILCON) projects for liquid fuel systems where funding or MILCON management are the responsibility of the Defense Energy Support Center (DESC) (formerly Defense Fuels Supply Center [DFSC]).
