scope:
This Standard covers home and community support services provided in a person's home or in their community. It applies to organisations and service providers who are either publicly or privately contracted to provide home and community support. The parts of the Standard that apply will vary according to the person, service being provided, and the context within which the support is delivered.
The populations covered by this Standard include people of any age who are receiving:
(a) Long-term support (such as people with disabilities, people with chronic health conditions, or frail older people);
(b) Short-term support (such as people recently discharged from hospital or referred by a primary healthcare provider);
(c) Palliative care.
NOTE - Where registered health practitioners choose to work within service delivery, regardless of their role, they are still required to comply with the responsibilities and accountabilities defined by their registration authority.
Inclusions
For the purposes of this Standard, home and community-based support services may include but are not limited to:
(a) Personal care and household management;
(b) Developing, maintaining, or restoring daily living skills to maximise independence and participation in valued social roles;
(c) Access to social services and participation in community activities.
Exclusions
The following are excluded from this Standard:
(a) Services provided by registered health practitioners working in the capacity of their registration but who are not employed or contracted by organisations subject to this Standard;
(b) Certified health and disability services that are subject to NZS 8134 Health and disability services Standards, and are not providing home and community services as described in 0.1.1, separate to disability services that they provide;
(c) Family and whānau members who are not employed by an organisation.
