For EVM to apply timely and effective corrective action to minimize cost overruns, it must be fully integrated with the project management systems that supply up-to-date budget, schedule, and cost data. EVM pilot exercises performed on two NASA projects were constrained by the inability to adequately "feed" the automated EVM analysis tool with the data needed to generate EVM products. The financial and scheduling systems for managing the NASA project and providing configuration control must be sufficiently mature to support the integration of an EVM process into the project.
