Not using a ground station for primary direct communications between the Tracking and Data Relay Satellite System (TDRSS) and the Constellation vehicle resulted in various communications problems. Using a ground station to transmit and receive the primary means of communication would have been more reliable. A ground/flight architecture capable of transmitting the forward link and receiving the return link communications should be considered for future programs.
