Although the EVM pilot exercise was implemented upon the transition to Phase A of the ICESat-2 project, some performance control and tracking system products were generated before the requisite EVM training and infrastructure was in place. Establish the project EVM infrastructure at project initiation, and assure project readiness to implement EVM prior to opening the first charge number.
