Purpose
This regulation prescribes policy, procedures, responsibilities, and standards concerning identification, surveillance, and administration of personnel infected with Human Immunodeficiency Virus (HIV).
Applicability. This regulation applies to the active Army, the Army National Guard/the Army National Guard of the United States, and the U.S. Army Re-serve. Also, it applies to candidates and applicants for accession; Department of the Army civilian employees; nonap-propriated fund employees; and military health care beneficiaries. If the provisions of this regulation conflict with existing negotiated labor agreements, the terms of those agreements will be controlling until renegotiated. In any activity where a union has been granted exclusive recognition to represent civilian employees, no new conditions of employment should be implemented without prior discussion with the servicing civilian personnel officer regarding the obligation to negotiate. During mobilization, the proponent may modify chapters and policies contained in this regulation.
