New Programs should map all operations to the facilities where they will be carried out. Failure to map the Concept of Operations plan to facilities may result in no facility being available to carry out an operation. Thorough planning for facility and asset transition is necessary. This is a greater risk in cases where a new program is utilizing assets transitioned from a previous Program.
