scope:

Purpose. In accordance with the reference, this instruction provides guidance for the combatant commands regarding the use of funds appropriated for official representation purposes. The Chairman of the Joint Chiefs of Staff does not provide funding to the U.S. Special Operations Command; however, it is required to follow all other requirements of this instruction.

Applicability. This instruction applies to the combatant commands. A listing of DOD officials eligible for official courtesies on official visits to the field is located in Enclosure 2 of the reference.
