The Constellation Program spanned many NASA Centers. NPR 1440.6 requires Center Directors to "Ensure implementation of effective records management programs at their Centers", which new Programs that reside at the center are expected to follow. However, NPR 1440.6 also levies responsibilities on Program Management to "Ensure execution of NASA records management functions within their respective organizations through the implementation of information and records management infrastructure and processes". This overlap in responsibility was not addressed during Constellation Program formulation, leading to a mature Program with as many record management methodologies as participating centers When the Center has processes in place to perform the work, Programs executing work at the Center should use the available processes rather than creating redundant processes. Failure to use Center processes results in wasted resources.
