Configuration Data Management (CDM) requirements should be specified by a Program to allow for proper configuration auditing and verification/validation planning by Projects. Configuration Audit and Verification Requirements (including Functional Configuration Audit & Physical Configuration Audit) were not properly specified within the Constellation Program. This resulted in projects, such as the Ground Operations Project, deciding that the requirements for a Functional Configuration Audit (FCA) and a Physical Configuration Audit (PCA) could be satisfied through a Design Certification Review (DCR). This decision was not fully coordinated across the Constellation Program.
