This standard provides criteria for the selection, training and qualification of personnel for stationary nuclear power plants. The qualifications of personnel in the operating organizations appropriate to safe and efficient operation of a nuclear power plant are addressed in terms of the minimum education, experience and training requirements.

Requirements of this standard do not apply to test, mobile and research reactors nor do they apply to reactors not subject to U.S. Nuclear Regulatory Commission (NRC) licensing because of difference in operational practices.

Purpose. Each owner organization shall apply this standard to the functional levels and job positions described herein as they exist in the operation organization. This standard is not intended to prescribe specific job titles or responsibilities of organizational positions. Each owner organization is required to define its organizational structure, responsibilities of groups and responsibilities of individuals within the operating organization. Qualification requirements including education, experience and training shall be defined as derived from this standard to meet the particular organizational needs. This standard requires a systematic approach to training based on an analysis of the performance requirements of the job and as such does not prescribe specific training program content.

American National Standard Administrative Controls and Quality Assurance for the Operational Phase of Nuclear Power Plants, ANSU ANS-3.2-1982 [i]1, contains information about the operating organization and describes the process for a periodic review of staff qualifications. Requirements for the security personnel are specified in American National Standard Security for Nuclear Power Plants, ANSUANS-3.3-1982 121. The medical requirements for licensed personnel are specified in American National Standard for Medical Certification and Monitoring of Personnel Requiring Operator Licenses for Nuclear Power Plants, ANSUANS-3.4-1983 131. American National Standard Nuclear Power Plant Simulators for Use in Operator Training, ANSUANS-3.5- 1985 [41, contains a description of the requirements for simulators used to provide training.
