This specification provides the Layer 2 Link Access Control (LAC) signaling protocol architecture and functionality used to provide the transport and delivery of Layer 3 signaling messages over IMT-2000 CDMA MC air interface; however, other specifications are required to complete the air interface and the rest of the system.
