The scope of this Procedure applies to Projects to change or maintain Railtrack's assets, for which the technical standards are the responsibility of the respective Professional Heads of Signalling Engineering; Electrification, Plant and Rail Fleet Engineering; Telecommunication Engineering;

Track Engineering or Structures Engineering. This Procedure applies to all phases of a Project as applicable, including, but not limited to:

• feasibility studies;

• design;

• execution and implementation;

• testing and commissioning;

• decommissioning and demolition.

This Procedure also applies to Projects to protect Railtrack's infrastructure in accordance with a Works Agreement, when an Outside Party carries out work on, over or under Railtrack's Infrastructure.

PURPOSE

This Procedure defines the actions to be taken by Railtrack personnel responsible for the management of the technical and engineering requirements of Projects to ensure compliance with the Remit and standards.

This Procedure is compliant with GC/RT5101: Technical Approval Requirements for Changes to the Infrastructure Clause 5.2: Scheme phases in respect of Remits.

This Procedure is also compliant with the following Clauses in GI/RT7003: Management of Construction work in the Railway Environment:

• Clause 4: Capability of Contractors;

• Clause 6: Notification of Railway Hazards and Installations;

• Clause 7.1: Written Statement of Capability;

• Clause 8: Planning of Construction Work;

• Clause 9.1: Implementation of Construction Work - General.
