scope:

Purpose. This instruction establishes policy for target coordinate mensuration certification and program accreditation for individuals, Services, Combatant Commands, Department of Defense (DoD), and combat support agencies (CSAs) that mensurate coordinates to support employment of coordinate-seeking weapons.

Applicability. This instruction applies to the Services, Combatant Commands, and CSAs engaged in the mensuration of precise target coordinates, derived from imagery, for use in joint or coalition operations.
