Purpose. This chapter describes the principles and policy to be followed by Department of Defense (DoD) Components to account for advances and prepayments made to employees, other Federal Government agencies and non-Federal Government organizations. Advances do not include payments for which performance has occurred. Progress payments made to a contractor based on a percentage of completion of a fixed-price construction contract, under Federal Acquisition Regulation (FAR) 52.232-5, are not advances or prepayments.
