Purpose
A. This chapter highlights the policies and justification procedures underlying budget formulation and congressional justification. The provisions of Volume 11B of the DoDFMR "Reimbursable Operations, Policy and Procedures - Working Capital Funds (WCF),", and of Volume 2B, Chapter 9 of the DoDFMR, apply to the Pentagon Reservation Maintenance Revolving Fund and Buildings Maintenance Fund.
