Purpose of This Notice. This notice provides new guidance for Federal Aviation Administration (FAA) certificate-holding district offices (CHDO) and principal operations inspectors (POI) assigned to program managers conducting operations under Title 14 of the Code of Federal Regulations (14 CFR) part 91, subpart K (part 91K). This notice will create management specification (MSpec) C058 for part 91K operators. Operations specification (OpSpec)/Letter of Authorization (LOA) C058, Special Restrictions for Foreign Terminal Instrument Procedures is available for certificate holders/persons operating aircraft in foreign airports under 14 CFR parts 121, 125 (including part 125 Letter of Deviation Authority (LODA) operators), and 135.
