scope:
PURPOSE. This order establishes policy governing the acquisition and allocation of employee parking facilities and the establishment and determination of charges to be paid for the use of such parking by Federal employees, contractor employees and other facility tenants. In conjunction with the agency's effort to conserve fuel to the maximum, preferential treatment will be given to those employees utilizing carpools as a means of routine transportation to and from their regular duty station.
