Purpose. To transmit change 1 to the basic instruction. Change 1 updates the table of contents and chapters 2 and 20 of the basic instruction, which incorporates guidance based on 10 U.S.C. legislation enacted since September 2007 and revises figure 18-1 to correct inconsistencies between BUPERSINST 1001.39F and Department of Defense (DoD) Instruction 7000.14-R, volume 7A regarding proficiency pay, special duty assignment pay, and hazardous duty pay-parachute, flight deck, demolition and experimental stress.
