This standard provides the stage 1 definition of an IMS-based next generation emergency services network architecture based upon the 3GPP IMS standard. It specifies the assumptions, use cases, and requirements that will be needed for future stage 2 and stage 3 standards development efforts. This network architecture, termed Next Generation 9-1-1 Service Architecture (NG911SA), will enable routing and delivery of emergency calls from originating service provider networks to PSAPs, building upon the 3GPP specifications for the IMS standard. Specifically, the NG911SA must support ingress from legacy, IMS, and non-IMS originating networks. Users on these networks may be fixed, nomadic, or mobile. Emergency calls must egress to either legacy PSAPs or i3 PSAPs which are directly connected to the NG911SA or are served by interconnected legacy or next generation emergency services network.
