Purpose of This Order. It is important that all ASIs are aware of the Qualifications Assessment Tool (QAT) for transfer between specialties. This document does not address all possible transition combinations. See Appendix A for QAT. The QAT procedures will not replace or change the hiring process. These procedures are for internal AFS ASIs only.
