Introduction

Responsibility for the efficient and economic performance of contracts for the development of defence equipment must rest with the contractor. The Ministry will, however, wish to be satisfied, on a continuing basis, with the way in which such contracts are planned and managed. It must also be in a position to see that appropriate action is taken should the prospects of achieving the technical, time and cost objectives become uncertain.

The Ministry will wish to be satisfied with the adequacy of the contractor's resources to carry out the work and his proposals for its management - including the ability of his management information and cost accounting systems to provide the necessary performance evaluation and review data
