scope:
Purpose. This instruction describes the Joint Nuclear Accident and Incident Response Team (JNAIRT). It provides guidance and establishes Department of Defense (DoD) responsibilities for ensuring a joint 24-hour-aday capability to meet the initial DoD time-sensitive management requirements for an accident or incident involving U.S. nuclear weapons in DoD or Department of Energy (DOE) custody, or a military reactor, occurring anywhere in the world. This concept, or portions of it, may be used should the Department of State (DOS), Department of Justice (DOJ), or DOE request DoD assistance in handling an accident or incident involving nuclear weapons, nuclear material, or improvised nuclear devices not of U.S. origin.
Applicability. This document applies to the Chairman of the Joint Chiefs of Staff (CJCS), Joint Staff, Services, and Defense agencies. Provisions are included for participation in and support of the JNAIRT by other federal agencies.
