Purpose. This instruction provides Chairman of the Joint Chiefs of Staff (CJCS) policy and direction on the execution of the Joint Strategic Planning System (JSPS). The JSPS is the primary formal means the Chairman uses to meet his statutory responsibilities.

Applicability. This instruction applies to the Joint Staff, Services, combatant commands, Defense agencies, and joint and combined activities.
