The scope of this Standard covers all portable and transportable Non-Railborne Plant including Attachments and Inspection and Measuring Equipment but excluding any static equipment which forms part of the fixed infrastructure or railway support facilities such as fixed depot plant.
The types of Non-Railborne Plant covered by this Standard are divided into the following three categories:-
• Plant with no drive mechanisms
• Plant with manually driven mechanisms
• Plant with power driven mechanisms
The requirements defined in this Standard are separated into those applicable to all Non-Railborne Plant and those only applicable to particular types of Non-Railborne Plant or to Non-Railborne Plant that performs a specific function or is intended for use in a defined environment.
The scope of this standard does not include the requirements for the performance of the working function of Non-Railborne Plant in terms or output rate or quality. The expectation is that these requirements will be set out in the Technical Requirements Specifications used for the acquisition of the Plant.
The requirements defined in this standard apply to all parts of the operational railway, depots and sidings and to Possession Areas or other temporary work sites established in any of these locations.
The requirements in this standard also apply to Non-Railborne Plant not intended for use in the construction, maintenance and inspection of the LU track, structures, infrastructure of fixed electric traction equipment but which, by its presence or use on the LU controlled infrastructure, may represent a risk to the LU train service, operational assets or staff.
This standard, together with S1171, S1172 and S1173 replace the following LU standards:-
• 1-172-A1 Plant, Tools and Equipment - Performance and Design
• 1-173-A1 Plant, Tools and Equipment - Inspection and Maintenance
• TE-QAS-0108-A2 Calibration and Control of Inspection, Measuring and Test Equipment
Purpose
This Standard is one of four Plant Standards which together define the requirements for the design, acceptance, use and maintenance of all plant intended for use in connection with the construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment forming part of the LU infrastructure.
The range of plant covered by the four Standards is sub-divided into groups with similar attributes and requirements. Details of the groups and definitions used for the various categories of plant, collectively referred to as 'Plant', are shown in Attachment 1 of LU Standard S1171 All Plant - Acceptance, Use and Maintenance.
The purpose of this standard is to define the design and particular acceptance requirements for all Non-Railborne Plant intended for use on the LU Railway Infrastructure.
The general requirements for the Acceptance, Use and Maintenance of all Plant including Non-Railborne Plant are set out in LU Standard S1171.
The design and particular acceptance requirements for Railborne Plant are set out in LU Standards S1172 for On-Track Machines and in S1173 for On-Track Plant.
The requirements set out in this Standard are intended to control the risks associated with the design of Non-Railborne Plant. The risks to be controlled are those which have the potential to affect safety, the train service, the environment and the Company's business, finances and reputation.
