Aim - overall objective of the manoeuvring requirements

The aim of these manoeuvring requirements is to provide a basic framework for a naval surface ship safety and mission capability management system intended to embrace the controllability of naval ships operated by NATO members and their partners. Note that this aim is modified from the overall aim of the NSC in that it includes mission capability. Should the requirements in this ANEP be implemented in the NSC, all the requirements will fit the aim of the NSC as well.
