This document addresses the handover interfaces for lawful interception of Packet-Data Services, Circuit Switched Services, and Multimedia Services within Global System for Mobile Communications (GSM) and UMTS.

This specification defines the handover interfaces for delivery of lawful interception Intercept Related Information (IRI) and Content of Communication (CC) to the Law Enforcement Monitoring Facility. The handover interface in this context includes the delivery of Intercept Related Information (HI2) and Content of Communication (HI3) to the Law Enforcement Monitoring Facility.
