The instrument described herein is a portable self-contained Communications Service Monitor. This instrument incorporates the functions of a LF/HF/VHF/UHF signal generator, a frequency meter and a modulation monitor. It is the intent of the Government to purchase high quality commercially produced, off the shelf instruments with this purchase description describes the minimum requirements of the Government.
