This instruction applies to all craft classified as service craft by reference (a) and to all boats listed in the Service Craft and Boat Accounting Report (SABAR). Commander, Naval Sea Systems Command (COMNAVSEASYSCOM PMS300), will maintain, annually update and publish the SABAR as a COMNAVSEASYSCOM Notice, Subj: Service Craft and Boat Accounting Report (SABAR). The SABAR was last published as OPNAVINST 4780.5T. The terms "service craft" and "boats" are defined in paragraph 5.
