Scope and purpose. This standard establishes a definite demarcation between the various elements involved in the planning, funding, construction, and funding of the medical and dental facilities of the Armed Services, the Department of Veterans Affairs, the United States Public Health Service (USPHS) and other using agencies. This standard provides a uniform basis upon which the Medical Services can identify items of construction and material and fix logistical and financial responsibility in an identical manner.
