GENERAL: Foundations shall be designed to support all live and dead loads, and earth and water pressure loadings in accordance with the general principles specified in this section. The design shall be made either with reference to service loads and allowable stresses as provided in SERVICE LOAD DESIGN or, alternatively, with reference to load factors, and factored strength as provided in STRENGTH DESIGN.
