This Handbook provides guidelines for the implementation of a risk management programme within the organizational and functional units comprising a Local Authority in New Zealand.

These guidelines are applicable to Territorial Authorities, Regional Councils and Unitary Authorities.

Risk management is the minimizing of losses and maximizing of opportunities within an organization through identifying and managing risks. It is a continual systematic process that can assist an organization to achieve its goals.

For risk management to be effective a Local Authority must foster and maintain ownership at all levels within the organization. It should be seen as an integral part of the organization and not as a separate function.
