scope:

a. This instruction applies to all Department of the Navy organizations that direct, administer, perform, or support research, development, test, and evaluation programs. Specifically, it deals with activities within these organizations that originate, collect, store, issue, or lend documented resources of Scientific and Technical Information.

b. This instruction does not apply to the handling of communications nor to the display of information relating to: command and control of operations and operational forces; scientific and technical intelligence programs; technical data management programs; signals intelligence and communication security information; or to current policies, procedures, responsibilities, missions, or functions concerning foreign technology transfer.
