Charters the DOD Hazardous Materials Packaging Working Group under the auspices of the Defense Packaging Policy Group.

Establishes uniform policy for the Military Services and the Defense Logistics Agency for packaging hazardous materials for safe, efficient, and legal storage, handling, and transportation, to include Certifications of Equivalency (COE), Department of Transportation (DOT) Exemptions, and Competent Authority Approvals (CAA).
