This instruction applies to military personnel on leave in foreign countries. Policy and procedures for granting simple foreign leave travel are in reference (a). Policy for granting foreign leave travel in connection with temporary additional duty (TAD) orders is in references (b) and (c). Policy for circuitous travel associated with permanent change of station (PCS) orders is in reference (d). Policy for clearances and accreditation for all official temporary duty (TDY or TAD) by Department of the Navy (DON) personnel is in reference (e).

Purpose.

a. To supplement references (a) through (e).

b. To issue entry requirements and travel information for travel of active duty Navy personnel on leave outside the United States. This instruction is a complete revision and should be reviewed in its entirety.
