Purpose. This Joint Operating Procedure (JOP) prescribes policies, assigns responsibilities, and mandates procedures necessary for management and standardization of Mobile Electric Power Generating Sources (MEPGS) (and systems) utilized by all the Military Services and the Defense Logistics Agency (DLA) worldwide. It addresses administrative functions in the areas of contracts and production, program management, logistics support, and configuration/data management. This regulation applies to the entire Department of Defense (DOD) Standard Family of MEPGS and approved deviations from the Standard Family, but does not apply to fixed electric power or nuclear-fueled electric power generating sources (see DODD 4120.11, para C for complete definitions). This JOP provides specific and detailed guidelines for the proper management operations required of the Project Manager-Mobile Electric Power (PM-MEP). These management operations are necessary to link the major functions of the PM-MEP to elements of DOD components involved with MEPGS.
Applicability. This Joint Operating Procedure is a working agreement among the Military Services, Defense Logistics Agency (DLA), and the Department of Defense Project Manager-Mobile Electric Power (PM-MEP). It applies to the Active Army and the Reserve Component, the Air Force, the Navy, the Marine Corps, and the DLA worldwide. Specifically, it applies to those activities involved in the design, development, acquisition, production, logistics support, or use of DOD Mobile Electric Power Generating Sources (MEPGS).
