PURPOSE AND SCOPE. This document provides guidance for selecting water sources, determining water requirements for Army and Air Force installations including special projects, and developing suitable sources of supply from ground or surface sources.
APPLICABILITY. These instructions are applicable to all USACE elements engaged in the selection of water sources and planning and designing supply systems.
