Purpose. This regulation prescribes policy, eligibility requirements, and administration for submitting and processing applications for Officer Candidate School (OCS) and for appointing OCS graduates (See table 1-1.) as commissioned officers in the U.S. Army Reserve (USAR). This does not apply to USAR personnel in the Active Guard Reserve (AGR) Program.

Applicability. This regulation applies to the U.S. Army Reserve. It does not apply to soldiers in the Active Army, the Army National Guard, or to U.S. Army Reserve soldiers in the Active Guard Reserve program. This publication is not required during mobilization.
