PURPOSE
This Instruction:
Reissues Reference (a) as a DoD Instruction.
Establishes policy and assigns responsibility, consistent with References (b) through (d), DoD Directive 3115.09, and Section 1403 of the Detainee Treatment Act of 2005 (References (e) and (f)) for medical program support for detainee operations.
Reaffirms the responsibility of health care personnel to protect and treat, in the context of a professional treatment relationship and established principles of medical practice, all detainees in the control of the Armed Forces during military operations. This includes enemy prisoners of war, retained personnel, civilian internees, and other detainees.
This Instruction applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components").
