scope:
a. Provides the procedures to be followed in requesting authorization for persons to either pilot or fly in aircraft, which fall under the controlling custody of NAVAIR, and other aircraft for which NAVAIR exercises control. Enclosure (1) provides a list of directives that give guidance concerning flight authorizations.
Purpose. To establish policy and procedures for authorizing personnel to pilot or fly in aircraft under the controlling custody of the Naval Air Systems Command (NAVAIR), or other aircraft temporarily used for NAVAIR Research, Development, Test and Evaluation (RDT&E); aircraft in the physical custody of Naval Aviation Depots (NAVAVNDEPOTs); aircraft at commercial rework facilities; and aircraft being procured under Navy contracts that have not been accepted by the Government.
