This Directive applies to:

The Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, and the Defense Agencies (hereafter referred to collectively as "the DoD Components").

DoD Components concerned and involved with energy storage and consumption, quality assurance, logistics planning and support, and offices that design, develop, purchase, operate, modify, test, or evaluate weapons systems or combat support equipment, including energy storage facilities and distribution equipment.
