This guideline gives everyone working with planning, construction, and operation of town centres and shopping centres better opportunities of working out a physical environment which minimizes the extent of crime and any other undesirable behaviour in the centres, including violence, vandalism, and theft. Furthermore, the general principles of the guideline apply to facilities where a lot of people come and where a large number relate anonymously. The guideline is a supplement to DS/R 470 "Technical prevention of crime and vandalism" in which it replaces chapter 5 "Town centres" and it is also a supplement to the standard "Technical prevention of burglar attack" DS 471 incl. amendment 2. Questions regarding interpretation of the guideline are referred to Danish Standards Association's Planning-committee of special user requirements for buildings and constructions, PLU-05. Suggestions on amendments, changes, etc. are welcome and should be addressed to this committee. The guideline primarily covers new constructions and buildings but will also apply to renovation of buildings, town renewal, rebuilding and extensions, changes in outdoor areas, traffic diversions, and major overall changes in fixtures in public and common areas. The guideline applies to everyone who works with planning of shopping and town centres in connection to establishment of new, detached centres as well as new centres in town areas and existing town centres.
