Purpose. To establish Naval Sea Systems Command (NAVSEA) policy for developing and maintaining Uniform Methods & Standards (UM&S) by the Naval Shipyards. This instruction also sets policy for using UM&S for cost estimating and for incorporating process improvements into UM&S. This instruction is a major revision and should be read in its entirety.
