scope:
PURPOSE. This Manual implements policy, assigns responsibilities, and prescribes procedures for:
Reporting data elements needed to comply with Federal criminal incident reporting, such as the NIBRS, references (c) and (d), and a central database on the incidents of domestic violence involving members of the Armed Forces, as required by reference (e), the USD(P&R) Memorandum dated June 8, 2000, and DoD Directive 6400.1 (references (i) and (j)).
Developing a central repository to enhance the Department of Defense's effectiveness in responding to executive, legislative, and ad hoc requests for statistical information relating to criminal and other high-interest incidents.
