The provisions of this instruction apply to all NAVSEA programs designated by the CNO as acquisition programs on the Acquisition Category (ACAT) list. Nuclear power plants and related systems under the cognizance of the Deputy Commander for Nuclear Propulsion (SEA 08) are exempt. Such systems are covered by joint Department of Defense (DOD) and Department of Energy agreements.
